Frances Oldham Kelsey, a Canadian-born doctor and F.D.A. officer, argued tirelessly to keep the harmful drug out of the U.S.

ONTARIO, Canada – Frances Oldham Kelsey, the doctor and pharmacologist who refused to allow thalidomide into America, died on Friday.

Kelsey died at her daughter’s home in London, Ontario, where she had been inducted into the Order of Canada less than 24 hours before.

Thalidomide – then marketed as Kevadon – was popular in Europe, Canada and the Middle East, where pregnant women were taking it for morning sickness. It began to be noted that the babies of women who took the drug often had major defects, especially underdeveloped limbs.

Kelsey was born in British Columbia in 1914. She became qualified in both medicine and pharmacology at a time when very few women studied either. In 1960, she was put in charge of licensing new drugs for the U.S. Food and Drug Administration.

When the William S. Merrell Company applied for a license for Kevadon, Kelsey insisted that they prove its safety. The company failed to do so, but tried to pressure Kelsey into letting the drug through.

Months later, a link was established between thalidomide and increasing deformities among European newborns. Babies do not have the enzymes to cope with the drug, which can enter their systems via the placenta. The number of ‘thalidomide babies’ may be in the tens of thousands for Europe alone.

Kelsey became a national heroine. Following the Kevadon case, tougher drugs regulations were adopted in America and abroad. She was given the President’s Award for Distinguished Federal Civilian Service by John F. Kennedy, and was later inducted into the National Women’s Hall of Fame. An F.D.A. award for Drug Safety Excellence, and a school in British Columbia, are both named after her.

Pressure on the borders of the European Union under the weight of illegal migration from Africa will continue unabated so long as policy makers in both continents do not pay the necessary attention to the issues of democracy, justice, fair trade and the expansion of economic opportunity.

Many of Africa’s most enterprising people routinely leave their rural areas and move to the cities and urban centers in search of quality education, formal employment, higher standards of living and channels for their creativity. What they find, however, is chronic unemployment, informal settlements and bureaucratic intolerance or political tyranny. The resulting material deprivation coupled with the lack of institutional arrangements for political participation and decision making means that the vast majority of the population is unable to transform themselves or their surroundings. What follows is the erosion of self-respect, the loss of self-confidence and finally desperate actions.

The illegal migrations to Europe also reflect the failure of international trade to raise the living standards of the poor: Africa is rich in resources but her people are poor because the value addition to her resources is carried out in the industrialized countries. Furthermore, the inability to negotiate better prices for her primary products means that Africa pays more and more for her imports while earning less and less for her exports thus entrenching poverty. A few years back I attended a public lecture by the renowned Ghanaian novelist, Ayi kwei Armah, in which he explained that Africans were not running away from their continent but were simply “following their resources.”

Africa’s illegal migrants are in desperate need of empowerment, personal dignity and self-worth. Many would have preferred to stay home but are now wasting away in European refugee camps or lie buried at the bottom of the Mediterranean Sea.

A New Resolution to Save Southern Italy from Social and Economic Stagnation

A few days before the beginning of August vacations, the center-left government of Italy, lead by Matteo Renzi, announced reforms and investments to lunch the economic take off of the regions of the south after long years of stagnation.

Following the meeting of the PD party (democratic Party), held on the 7th of august, the Prime Minister presented a long-term plan for investments worth a total of 100 billion to be spent over the next 15 years. The main goal of the resolution is to boost infrastructure, create new opportunities for entrepreneurs and offer more opportunities for growth in the tourism industry.

The resolution comes after a very harsh letter published in the national newspaper La Repubblica, in which the internationally renowned Italian writer and journalist, Roberto Saviano, wrote: “Dear Premier, the south is dying: Everybody is leaving, even Mafia.”

The opinion piece that generated the reaction of the institutions was based upon a yearly report released by ISTAT (Italian National Institute for Statistics) that looks at the economic and social condition of each region along with aggregate data on the macro regions, such as north, center and south. The outcomes present a critical situation in Southern Italy compared with the rest of the country. The report lead in the past few weeks to manifestations of concern from all parties, calling for the government to react to the situation, which threatens to endanger the economy of the entire nation.

According to the report, in the past 15 years Southern Italy grew at half the speed of Greece, despite having a population of approximately 20 million people compared with Greece’s 16 million. Svimez summarized its analysis by declaring: “Southern Italy is at risk of industrial desertification, with the consequence that the lack of human, entrepreneurial and industrial resources might lead it to miss the opportunity for an economical and financial recovery. The cyclical crisis risks to become chronic underdevelopment.” 

The report shows that only 5.8 million people (of 20 million) are employed and that only one woman out of five has a job. The employment rate of women between 35 and 64 years of age in Italy is 64%; in the south it is 35%. In 2014, the number of families that went below the poverty threshold rose substantially. Last year, 390 thousands new families became “poor.” 37.5% are in Southern Italy (Sicily 41%, Campania 37,7%). The study showed that in the north one family out of 10 is at risk of falling under the poverty threshold. In the south the ratio is much higher, it is one out of three.

In accordance with the aforementioned situation, the government has investment plans, which are supposed to raise the GDP, creating new job opportunities and fostering the recovery and stabilization of the market. Minister of Economic Development Federica Guidi, defined this plan as a new “Marshall Plan” for the south.

The new resolution, which will be published by the government in the next few weeks, tries to address a series of problems that affected the south for decades and that constitute the so-called “Southern Question.” The chronic inability of the south to grow is due to a series of elements, such as the infiltration of criminal organizations within the economical and political texture of the society, the mismanagement of public assets, the strong lack of parameters and means of control of the state and of privates, the inability of the state to properly manage public resources and investments in an efficient and effective way, the structural stagnation of the market and the difficulties to properly connect the region of the south with the rest of the nation and eventually with Europe as well. Those are some of the elements that led to the straightening of organized crime (such as Mafia and Camorra), substantially contributing to slow down the economical and social development of the southern regions.

The aforementioned elements are some of the main causes that also led many people, both from the left and the right, to heavily criticize the government for the choice of investing even more resources in the regions in Southern Italy. Many politicians and journalists criticized the government for proposing reforms which do not tackle the problem at the source. Il Giornale, a national center-right newspaper, reports that from 2009 up until 2014, the state spent 45 billion, along with other 390 billion from 1951 to 2009. The outcomes of these investments, it says, produced 20% unemployment and 56% of youth unemployment. The national unemployment is 12.8 and the youth unemployment is 42,7%. Southern Italy is considerably below the national average. As the right-wing parties underline, Premier Renzi should revise his model of development.

The reply of the center-left government was the creation of a commission, supervised by Renzi itself, with the aim of efficiently managing the funds addressing investment without wasting important resources.

By the end of august, the government will publish a detailed dossier along with the first set of reforms.

The mayor of Koktebel, Crimean Republic, was found hanged in his home Friday.

“This morning at a place of temporary residence, the mayor of Koktebel was found dead after hanging. Today, law enforcement officers will be working on the case, after which will be a procedural decision,” said an official of the public prosecutor, according to RIA Novosti.

Rostislav Stroika, 41, the head of the Koktebel settlement administration was found by his wife hanged at the Hotel Primorye, Russian news organization TASS reported today, referring to the information of the Investigative Committee of the region.

The mayor was still living when his wife pulled him from the loop of the cord, it was reported, but died before the arrival of emergency health services.

The night previous, the mayor was in good health, visiting the chief of police in the town, according to investigators.

Greater details have not been released as of yet, and the prosecutor’s office in Crimea has said that it will wait until information is mature before doing so.

Stroika was appointed to his post as mayor by a federal decree April 28, 2015.

According to new research, selfies are linked to narcissism in men, but not in women. The research, undertaken by Polish psychologist, went further, providing an understanding about which aspects of narcissism were associated with selfie-taking for each gender.

Research, though still scant, is emerging about who posts selfies and why.

According to the new Polish study, which examined three types of selfies — solo selfies, selfies with a romantic partner, and group selfies — and examined almost 1300 Polish men and women — not just American men, the subject of the recent popular news report on selfies and narcissism — men and women vary in exhibiting selfie behavior.

The researchers tried two things: they asked one group of men and women to self-report how many selfies of each of the three types they posted to Facebook and other social media. Then they obtained access to the social media accounts of a second group to count the selfies.

Women post more selfies than men do on social media, the researchers found.

But the researchers also wanted to get an understanding of the relationship between selfie posting and narcissism. They tested participants for narcissistic traits — four separate traits: Exhibitionism, Admiration Demand, Leadership and Self-Sufficiency.

When they compared their narcissism test results with the selfie posting numbers, they found that selfie posting by males was positively correlated with Exhibitionism, Admiration Demand and Leadership, but not Self-Sufficiency. For men, these relationships existed for all types of selfie pictures.

For women, only a correlation between selfie posting and Admiration Demand was found, and only for solo selfies in the first study and romantic partners in the second.

However, the researchers concluded that narcissism only explains a small part of self-posting, because the correlations were all quite modest.

The study, “Selfie posting behaviors are associated with narcissism among men,” was completed by Sorokowski, P., Sorokowska, A., Oleszkiewicz, A., Frackowiak, T., Huk, A., & Pisanski, K. and was published in Personality and Individual Differences.

First Brit Convicted Of Revenge Porn Sentenced Today

Under new UK laws introduced last April, the first Brit to be convicted faces sentencing today.

The 21-year-old, who distributed intimate photos of a woman on the internet and by text without her consent, pled guilty last May, one month after the new laws were passed.

He faces a maximum sentence of two years’ in prison for the crime.

The new crime is distinguished from non-criminal posting of intimate photos by “a violation of trust between two people, with a purpose to publicly humiliate,” according to Britain’s Director of Public Prosecutions.

Before the new legislation was passed, similar crimes were brought to trial under harassment and copyright laws. The new law makes it easier to successfully bring charges against vengeful ex-partners, according to the DPP.

The new law is already being flexed in the UK, as police in the country are dealing with the largest ever volume of revenge porn cases, the DPP said.

“We live in a world where images are able to be shared instantaneously and the criminal justice system needs to keep pace with that reality,” Attorney General Jeremy Wright QC said.

“The case (of Asagba) shows that anyone maliciously and deliberately distributing intimate pictures of people without their consent can and will be brought to justice.”

Ukraine Subpoenas Ex-President Yanukovych For Corruption

Ukraine has subpoenaed former President Viktor Yanukovych to appear in Kiev this month to give testimony in a corruption investigation.

The investigation involves “misappropriation of property” and embezzlement of funds. Questions exist about Yanukovych’s possible use of his previous post as president to commit large-scale fraud.

Proceedings against several high-ranking Ukrainian officials — including the ex-President and other former civil servants who are no longer in the country — began July 28 in Kiev.

Yanukovych has said that he will not return to Ukraine for questioning, but would give testimony via videoconference.

The former Ukrainian leader has been in Russia since fleeing Ukraine in the wake of the Euromaidan protests in early 2014. His exact whereabouts not known.

First Online Autism Test Developed – The RBQ-2A

The RBQ-2A Online test, the first self-assessment test for autism spectrum disorder, has been developed by psychologists from the University of Cardiff. The test can also be used to help in diagnosing other diseases that involve behaviors similar to those associated with autism, such as Obsessive-Compulsive Disorder, Parkinson’s disease, and Tourette syndrome.

The test measures adults’ response to one of the primary criteria used in the diagnosis of autism — repetitive behaviors.

The psychologists behind the test say that it is a reliable method for measuring whether a person has frequent or severe autism-related behaviors. However, a diagnosis of autism requires more than just one test. The researchers believe the RBQ-2A can be combined with other tests to fully diagnose autism.

The RBQ-2A was tested out on 311 British and Australian adults — some of which had been diagnosed with autism, some of which had not. The researchers found that those with autism scored higher on the test for repetitive behaviors.

“Many measures used for research and diagnoses of autism rely on parents, teachers or caregivers to report the behaviours of individuals with the condition,” said Professor Sue Leekam, Cardiff University’s Chair of Autism and Director of the Wales Autism Research Centre.

“What our research has done is develop a test where individuals can report on their own behaviours, for both research and clinical purposes, ensuring we get a fuller picture of the way that these behaviours affect people,” she added.

The next step for the researchers is to expand the test to apply to all people, not just adults, and from there, they hope the test will be implemented in clinics across the UK.

Elegant Hair-Thin Robot Water-Strider Leaps Into Air (Video)

Who doesn’t still vaguely remember the first time they saw a water strider standing on top of a lake?

The insects do it by taking advantage of water’s surface tension, which their thin water-repellent legs and light bodies can rest upon without puncturing through.

Now, a Harvard University and Seoul National University joint team have built robots inspired by water striders. The small bots can hop on water, taking advantage of surface tension in the same way.

The robots are simply built from hair thin rods, and their 2 cm-long bodies and 5 cm-long legs weigh only 68 milligrams.

To leap into the air, the legs of the bots are rotated inward, boosting them upward.

Matt Parker’s New Electronic Music Uses Sounds of Computing

A new project by British sound artist Matt Parker uses an archive of historic computers as instruments. Using computers on display at the National Museum of Computing in Bletchley Park, U.K., Parker has created a full-length album of ambient electronic music titled The Imitation Archive.

The National Museum of Computing is devoted to the history of modern computers and their uses, with physical examples dating all the way back to 1939. While the computers in the museum remain largely functional, they are not in use while the museum is open to visitors. Bletchley Park is best known as the historic location of the Government Code and Cypher School, where the Enigma cypher of WWII was broken.

Parker’s album is a ghostly homage to the sounds of computing, something surprisingly far removed from the gentle hum of the desktops and laptops that most people have in their homes today. The opening song WITCH is an eerie, ambient track that creates a building tension – equal parts movie score and haunted house sound-effect. The track relies in part on the clicking, shuffling and creaking noises made by the 1951 Harwell Dekatron WITCH computer, the world’s oldest functioning digital computer. The computer was restored by a team of volunteers between 2009 and 2012 and was rebooted on November 20th, 2012, in front of two of its original designers.

Each of the 10 tracks on the album are constructed from combinations of the 126 separate recordings that Parker made during one night spent running the computers in the museum. The name of the album is a reference to the recent film The Imitation Game, about computing pioneer and codebreaker Alan Turing.

The Imitation Archive is available for download by donation on Bandcamp.com, and more of Parker’s sound works can be found on his Bandcamp page or on his personal website.

Former President George W. Bush shows up for jury duty

US citizen and former president George W. Bush was among a group of potential jurors in a Dallas courthouse Wednesday.

“President Bush received his jury summons and reported for service this morning at the George Allen Courts Building in Dallas,” Bush spokesman Freddy Ford told CNN in a statement. “He sat through the jury selection panel for a case in Judge Eric Moye’s court on the 14th civil district but — surprise! — was not picked to serve as a juror. He was there for about three hours and posed for photos with other jury candidates, judges, and court staff.”

In the US, 32 million citizens are summoned every year to serve jury duty. However, for various reasons, only around 8 million of those actually report, and only 1.5 million are selected to serve, which adds up to around 27 percent of American adults having at one time served.

A large percentage of those who do not end up actually on the jury panel are people who do not receive their summons — the mail is returned as undeliverable in 4 million of the 32 million annual summonses. Another 3 million Americans fail to appear.

Lakebay Marina evacuated, man claims to have bomb, shots fired

An evacuation is underway at Lakebay Marina due to shots being fired in the air by a man who has claimed to have a bomb strapped to the fuel and propane tanks on his 30-foot cruiser boat, docked at the marina.

The man has been sitting on his boat and has threatened to blow up the marina, according to investigators, KOMO News, which originally broke the story, reported.

At around 3 p.m. local time, a 56-year-old man began firing shotgun rounds into the air from his boat, according to Det. Ed Troyer of the Piece County Sheriff’s Department, and SWAT and other police units are now on the scene, which is reported as secure.

Troyer said local police did not know the man previously, and that the man did not have a criminal background.

Police are attempting to access the nature of the threat posed by the man.
